What are the legal requirements for nurseries, schools, colleges, and universities?

The Regulatory Reform (Fire Safety) Order 2005 is the primary legislation governing fire safety in non-domestic premises, including educational establishments. The order places a duty on the responsible person (usually the owner or employer) to carry out a fire risk assessment, implement appropriate fire safety measures, and provide adequate training to staff and students. There is a field of supporting literature which has helped create the standards for fire safety expected in the UK educational sector, such as the Fire Safety Risk Assessment: Educational Premises guide.

  • Means of Escape: Educational establishments must have clearly marked escape routes, unobstructed fire exits, and emergency lighting systems to help occupants evacuate the building safely in the event of a fire.
     
  • Fire Detection and Alarm Systems: Educational establishments must have appropriate fire detection and alarm systems in place, including smoke detectors, heat detectors, and manual call points. The systems must be regularly maintained and tested to ensure they are in working order.
     
  • Fire Suppression Systems: Depending on the size and layout of the building, educational establishments may be required to install fire suppression systems, such as sprinklers or mist systems.
  • Staff Training: All staff members must receive adequate training on fire safety procedures, including how to evacuate the building safely and how to use fire safety equipment, such as fire extinguishers.
     
  • Fire Safety Signage: Clear and visible fire safety signs must be displayed throughout the building, including exit signs, fire extinguisher signs, and fire assembly point signs.
     
  • Fire Risk Assessments: Educational establishments must carry out regular fire risk assessments to identify potential hazards and implement appropriate fire safety measures. The risk assessments should be reviewed and updated regularly to ensure they remain effective.

ISE Fire Products & Services Ltd. have been carrying out the annual inspection and servicing of fire fighting equipment at Uppingham School since 2008. I am impressed by the professional and friendly manner in which ISE present themselves.
When ISE started working at the School, in addition to the servicing etc., they compiled a detailed inventory of the School’s fire fighting equipment. With the assistance of ISE [Fire], we have carried out a complete revision and rationalisation of fire fighting equipment across the School’s 70+ buildings.
The engineer carrying out the work, who has remained the same from day one, is very competent and conscientious in his work. Both the engineer and ISE as a company, provide advice and make recommendations but without the “hard sell” techniques experienced with some of the national contractors.
ISE have provided the School with good quality fire safety signage, including customised fire action notices, to our own design, to a very good standard and at very competitive prices.
We have recently started to use ISE to provide fire fighting equipment training to teachers and support staff and this has been very well received being considered both informative and fun! The Trainer in particular has been singled out by teaching staff as being very good.
It is my hope that the excellent relationship built up between ISE and Uppingham over the past 4 years continues to develop and go from strength to strength.
